Theory and Practice of Public Administration Management

Syllabus

The aim of the module Theory and Practice of Public Administration Management is to understand the principles of management, to become acquainted with the methods, procedures and principles of management in the conditions of public administration. To know the meaning and basic principles of the performance of individual managerial functions.

Territorial self-government and Finance

Syllabus

The aim of the module is to provide up-to-date theoretical and practical information in the field of local government, public finance and financing of individual sectors of the public sector. The module presents the fundamentals of public sector economics from both a real economic and financial perspective. The decentralisation of public administration to local government allows the state to devolve control to municipalities or citizens. The focus is mainly on the provision of public goods, externalities, issues of efficient and equitable allocation, public choice and the financing of individual sectors of the public sector. The emphasis of the course is on the budgetary system of the Czech Republic, on public revenues and expenditures of all parts of the budgetary system of the Czech Republic. Fiscal policy, budget deficit and public debt are also an integral part of the course.

Human Resource Management and Strategy in Public Administration

Syllabus

The aim of this module is to become acquainted with the basic activities of human potential management in an organisation with emphasis on the specifics of the public administration environment. The aim is fulfilled mainly by explaining the managerial procedures in managing people in specific conditions of public administration institutions. After completing the course, the student should be able to apply the learned technological management procedures to the specific organisational environment of a public administration institution in practice.
